1STQUARTER PESO MOBILE CONFAB; SPES PLEDGING NETS 3,772 COMMITMENTS; ACTION PLANS INCLUDE HELP FOR FARMERS AFFECTED BY EL NIÑO

Zamboanga City - Emphasis on livelihood programs and summer camp employment opportunities took center stage as forty Public Employment Service Office managers and their staff covering Zamboanga City, Isabela City, Siocon, Sirawai and Sibuco met last February 4 at Lantaka Hotel by the Sea. The objectives were to re-orient PESO Managers on the YES and DILEEP programs of the DOLE; 2) Re-echo the new Manual of Instruction of SPES to PESO and employer-sponsors; 3) Re-orient them on new guidelines, timelines and relevant forms and the conduct of pledging session; 4) Formulate and consolidate the 2016 Annual Plan of Action of the association; and 5) Update the directory of the Zambo-Isa-3S Association.

The conference began with Engr Wesley D. Tan disclosing the target and financial capabilities of the field office to finance the entrepreneurship and livelihood ventures as specified under the General Appropriations Act wherein DOLE received hefty sums for in the said areas.

Livelihood program manager Sylvia C. delos Santos served as the main guru during the morning session, discussing the DOLE Integrated Livelihood and Emergency Employment program. Known for its acronym DILEEP, this is intended to generate mass employment and reduce poverty among the marginalized sector of society by providing them tools, gigs and equipment they will need to achieve gainful entrepreneurship ventures.

She also discussed the Youth Entrepreneurship Support program which targets students at least 15-20 years of age, wherein she encouraged PESO Managers in the academe and LGUs to address the issue of youth unemployment through school-based PESOspreferably those nearing graduation to ensure the continuity of the project. She revealed the government’smarching orders to profile farmers affected by the current El Niño and to extend services to mitigate the effects of El. Niño on the lives of farmers and their families.

As an offshoot these discussions, the participants thru association President Alexius D. Silorio drafted and finalized their action plans to include training assessments and close coordination for NC2 certifications, promotion of livelihood trainings and sourcing of livelihood funds. Also in the plan were identification on beneficiaries for the DOLE’s Special Program for Employment of Students, which, together with the private sector, initially generated 3,772 beneficiaries during the afternoon session’s re-orientation and pledging session.

The PESO managers requested for more capability trainings on employment facilitation and labor market –related information so that they can best serve their clients and stakeholders.
