Sibugay PESO's Convene for the NSRS Validation and Assessment

Ipil, Zamboanga Sibugay - Twenty-one ((21) participants including the PESO Managers, PESO staff, visitors and other stakeholders convened to participate in the NSRS Validation and Assessment activity at the Sibugay Grand Plaza Hotel, Ipil, Zamboanga Sibugay, on June 20, 2014.

Mr. Albert E. Gutib, the Assistant Regional Director of the Department of Labor and Employment Region IX, explained the importance of the National Skills Registry System (NSRS) in the work of Public Employment Service Office (PESO). He emphasized the usefulness of the system in terms of employment facilitation. “The database will help the LGU’s, PESO, private establishments and other stakeholders to locate the skills they want, minimizing the job-mismatch and helping the community alleviate their economic status. This will also encourage investors to put up business activities due to realistic summary of skills.” according to ARD Gutib. He also posted a challenge to all PESO Managers who are part of the 1st and 3rd wave implementation to shift their focus from skills registration to employment and training facilitation.

The NSRS project started the implementation in 2010, and is currently on its fifth wave covering 11 municipalities for Zamboanga Sibugay Province. Since the project started four years ago, there are already 18,000 jobseekers registered in the database. One big factor in the increase of number of registrants was the deployment of new government interns under the DOLE-GIP Program to the PESO in the municipalities. Government Interns are utilized in the SRS data gathering through profiling at the barangay level and encoding of profiles in the database system.

The NSRS was established to assist the PESO in facilitating the referral and placement of jobseekers. To maximize use of the database, the PESO and the DOLE will have to work hand in hand in intensifying promotion of available Labor Market Information from the NSRS database to employers groups, business sector, national government agencies, training centers, academes and policy makers at the local level.
