1st Summit for Zamboanga Peninsula Industries: Unlocking Potentials for Global Impact

The Regional Tripartite Industrial Peace Council (RTIPC) in partnership with the Maritime Industry Tripartite Council (MITC), LGU Zamboanga City and DOLE 9, spearheaded the First Regional Tripartite Industrial Peace Council (TIPC) and Industry Tripartite Council (ITC) Summit on June 10-11, 2014 at Cecille’s Catering and Pension House, Tumaga Porcentro, Zamboanga City. The summit aimed to complement and harmonize the different programs and services offered by the Department of Labor and Employment (DOLE) to TIPCs and ITCs, and to equip the participants with updates and development in global tripartism and ASEAN Integration.

Zamboanga City Mayor Ma. Isabelle Climaco-Salazar welcomed the participants during the opening day of the summit. She thanked the DOLE for choosing her City as the venue of the activity because it will definitely contribute to re-building Zamboanga. She added, that the activity would help uphold the rights of the laborers to become self sufficient and yield very productive life.

DOLE Director Sisinio B. Cano thanked the participants for responding the invitation. He said, the activity is designed to provide updates to our partners on the new developments and approaches of the department in implementing different programs and services, and one is the tripartism, which empowers both workers and employers to maintain industrial peace. He disclosed, that ZamPen is a free strike region because of the efforts of all sectors to lay down issues and present solutions. Likewise, he made mentioned some significant contributions of the RTIPC, and even the activities being undertaken by the officers in attaining the department’s goal.

There were 90 attendees coming from the different City Provincial TIPCs and ITCs in the region and the DOLE Intermediaries’ Council who participated in the different activities during the duration of the activity. It was highlighted with the learning sessions on the New Guidelines of Tripartism and ITC Framework, Overview of Labor Laws Compliance System, Two-Tiered Wage System, VMGO Overview, Plan Formulation, and Team building and Island clean-up activities enrolled to the Green our DOLE Program.

As a result of the first day learning sessions, TIPCs and ITCs were able to come up with their respective vision & mission and action plan for 6 months, based on the ITC’s Voluntary Code of Good Practices. The RTIPC was also re-organized after the presentation of the previous Constitution and By-Laws, and re-elected new sets of Officers, as follows:

  • Chairperson: Dir. Sisinio B. Cano
  • Vice Chair for Management: Engr. George G. Ledesma
  • Vice Chair for Labor: Mr. Jose J.Suan
  • Secretary: Ms. Maureene Bello
  • Treasurer: Engr. Eduardo A. Catis
  • Auditor: Ms. Lilia Manuel
  • PIO: Mr. Liberal Levi Cabatcha

The team building and island clean-up completed the menu of the summit which complemented the different services and best practices by each council that strengthens their networks. It promoted camaraderie among members of the tripartite councils and DOLE intermediaries.

Lt.Jomark U Angue, MITC Chairperson, concluded the 2-day activity emphasizing the importance of the Island clean up. He said, this is only an ordinary undertaking, but very essential to our environment and for the betterment of our future generations.
