ZamPen conducts K-12 Tripartite Consultation

The Bureau of Labor Relations (BLR) and the DOLE Regional Office in coordination with the Education ITC in Zamboanga City conducted the Regional Tripartite Consultation on the K-12 Program Transition on August 12, 2014 at Lantaka Hotel by the Sea, Zamboanga City, with 115 attendees from the different Higher Education Institutions and other stakeholders. The consultation aimed to provide comprehensive direction on the implementation of the RA 10533, in the context of labor and management component of the law.

RD Sisinio B. Cano gave the welcome remarks and thanked the participants for responding the invitation. He said, “the activity is very significant especially to the partners in the HEIs that will be affected during the transition period of implementation of the K-12 program. Its implementation has great impact to the education industry, possible affected displacement should be profiled and possible intervention has to be identified. This tripartite consultation is a way of soliciting concerns/issues from the concerned stakeholders to be elevated to the central office for possible intervention”.

The first discussant was Dr. Aurelio A. Santisas of DepEd, who presented the salient features of the RA 10533 and discussed the status of the implementation of the K-12 System indicating number of schools that signified their intentions of availing the program provided under the law. Likewise, Dr. Dennis M. Encarnacion, shared the Programs and services of CHED in connection with the implementation of the Law.

Director Lorenzo G. Macapili, discussed the Training program and TVET that the Technical Education and Skills Development Authority (TESDA) can offer and assist for the affected workers in the HEIs.

In summary, Atty Benjo Santos M. Benavidez of the Bureau of Labor Relations (BLR), presented the action plan incorporating the Joint guidelines of the DOLE-DepEd-CHED-TESDA on the implementation of the labor component of the law and the proposed transition Fund Bill. He said, the Role of the DOLE is to get data from the DepEd & CHED particularly the affected workers who are both teaching and non-teaching personnel.

Lastly, he said, the joint efforts will practically address the effects of the K-12 program during the transition period.
