DOLE holds refresher course on Sagip Batang Manggagawa

PAGADIAN CITY - The Department of Labor and Employment Zamboanga del Sur Field Office (DOLE-ZDSFO) conducted one day refresher course relative to the surveillance and rescue operations on child labor (Sagip-Batang Manggagawa) held Thursday, March 2 at Springland Resort, this city.
DOLE-ZDSFO head, Camilo A. Encila Jr. said that the training aims to address issues to minimize incidences on child labor practices, abuse, exploitation, and discrimination. Likewise, the activity aims to give information on the ways to identify, monitor, and rescue child laborers as well as execute the proper procedure on filing administrative and criminal case/s. Moreover, Mr. Encila urged the participants to work together with collective action and close cooperation in prevention and elimination of child labor activities in the community.
Partner member agencies of the Philippine Program Against Child Labor (PPACL) such as the Philippine National Police (PNP), Commission on Human Rights (CHR), Department of Education (DepEd), Department of Social Welfare and Development (DSWD), Philippine Information Agency (PIA), National Commission for Indigenous People (NCIP), Department of Health (DOH), Department of Interior and Local Government (DILG), and private partner Rural Transit of Mindanao Incorporated (RTMI) and officials of the urban barangays Santa Lucia, Balangasan, Santiago, Dumagoc, Bulatok, San Pedro and Santa Maria,this city, with high prevalence of child labor attended and actively participatedin the said training.
Ms. Jorelyn P. Locsin, Labor and Employment Officer I, discussed RA 9231, otherwise known as the Anti-Child Labor Law and RA 9208 or the "Anti- Trafficking in Person Act of 2003," and the illegal recruitment.
Police Senior Inspector Psyche L. Barroquillo, Chief - PNP Women and Children Protection Desk Unit, Provincial Police Office, also talked about the protocol in the conduct of surveillance and rescue operations.
Meanwhile, Commission on Human Rights Officer-in-Charge Atty. Kenny C. Sabellano, (CHR), explained and discussed the preparation and drafting of affidavit.
During the open forum, practical issues and concerns were raised and addressed by the body discussing that the solution to existing child labor problem is through continuous education to the stakeholders and collaborative efforts of all parties concerned.
Sagip Batang Manggagawa (SBM), is an inter-agency quick action mechanism which aims to respond to cases of child labor in extremely abject conditions. It employs an inter-agency quick action team for preventing, detecting, monitoring and rescuing child laborers in hazardous and exploitative working conditions.
